43. No person may, in a fish habitat, create a ford for farming purposes, except in compliance with the following requirements:
(1)  the ford shall not be more than 7 m wide;
(2)  the bed of the fish habitat shall be stabilized with pebbles or gravel; and
(3)  the passage of fish shall not be obstructed.
